CTAA’s Passenger Assistance Safety and Sensitivity (PASS) driver certification program ensures that community transportation drivers have current expertise in passenger assistance techniques and sensitivity skills appropriate for serving persons with disabilities. The PASS program is designed as a two-day Train-the-Trainer workshop to certify trainers who can then train drivers.

Some of the advantages of offering the PASS certification program is the ability to reduce organizational liability; comprehensive, up-to-date training on the assistance drivers should be providing to passengers with special needs; intensive emergency situation training; certification oversight provided by national leaders in the community transportation field; and updates for all participants on relevant regulatory changes.

Note: This two-day workshop is intended to provide new (initial) certification to any transit staff in the trainer role. 

Day 1 - Wednesday, October 29, 2025 (9 am - 4:30 pm)

• Assisting our passengers
• Mobility equipment and features
• Assisting passengers who use mobility devices
• Accessible lifts and ramps
• Mobility device and passenger securement hand-on exercises
• Improper vs. proper securement
• Lunch
• Hands on lift operations and wheelchair securement

Day 2 - Thursday, October 30, 2025 (9 am -1:00 pm)

• Other training resources
• Review of trainer tips
• Exam
• Lunch/depart

Please note:

• This training is offered at no cost to transit providers through the Rural Transit Assistance Program (RTAP) funds.
• This training is limited to 20 participants. Each transit provider can send a maximum of two participants, subject to available seats for this training.
• Each participant will need to complete two complimentary prerequisites through CTAA; these online classes will be sent directly to registered participants. The deadline to complete both prerequisite courses is October 27.
• Participants are required to attend both training days. Following successful completion of the examination component, participants will receive the workshop Power-Point presentation and certification certificate.
• Participants must have their own laptop, tablet, or smart phone to take the exam on Day 2.

The training workshop will be held at the MDOT Mt. Pleasant Transportation Service Center (TSC): 1212 Corporate Dr., Mt. Pleasant, MI 48858.

Lunch will be provided both days of the workshop, but participants are responsible for their breakfasts and/or dinners.
